Cops: Men Found in Possession of Cocaine, 60 Bags of Heroin, Drug Paraphernalia in Wayne

Police also found baking soda, a crack pipe, a spoon, straw and a rolled $10 bill inside the vehicle.

Two men are facing drug charges after Wayne Police say among other things, they found ”white powder” outside of a vehicle, which one of the suspects claimed was sheetrock.

Wayne Police were working the Route 46 and Route 23 business corridor ”conducting proactive patrols of the associated business parking lots” on Feb. 28 when they saw “several open and used glassine envelopes commonly used to package heroin” outside the passenger door of a red 2003 Cadillac at the Ramada Inn parking lot, Captain Laurence Martin said.

Police also saw white powder in the center console - which the passenger, Frank J. Cuppari, 28, of Rahwah claimed was sheetrock - and a package of copper wire mesh commonly used to filter or ingest crack cocaine, according to Captain Martin.

The Cadillac’s driver, Robert D. Smith, 26, of Clark, also had a spoon sticking out of his pocket, which had the residue of a “white powdery substance,” and a piece of clear plastic with suspected cocaine.

After removing Smith and Cuppari from the vehicle, police located a crack pipe, a straw used to snort cocaine, a rolled $10 bill, a small plastic bag with suspected cocaine, 50 bags of suspected heroin packaged as a brick, another 10 separate bags stamped “Greedy,” which matched the opened and used bags on the ground near the passenger side.

Police also found Calumet Baking Soda and Arm & Hammer Baking Soda, “commonly used cutting agents added to narcotics by the manufacturers and distribution of illegal narcotics,” Captain Martin said.

Smith was charged with manufacturing and distributing of CDS, possession of heroin, possession of cocaine, possession of drug paraphernalia and was issued a motor vehicle summons for possession of CDS in a motor vehicle.

Cuppari was charged with manufacturing and distributing of CDS, possession of heroin, possession of cocaine and possession of drug paraphernalia.

Both were processed and released on summons complaints.
