VIDEO: Plainclothes Cop Shoots Wanted Man in Bed-Stuy, Pulls Him From Vehicle

A Bed-Stuy police officer shot Javon Shipman, 36​, in the arm Tuesday when he allegedly gassed his vehicle toward another cop.

UPDATE, Sept. 28, 10:45 a.m.: ABC7 has video, included below, of the final showdown between Bed-Stuy cops and Javon Shipman on Tuesday morning at Tompkins and Gates Avenue. The cops can be seen breaking out Shipman's window, pointing a gun at his head and dragging him out of his vehicle.

Another interesting development: NYC police-reform activist Keegan Stephan has pointed out on Twitter that the NYPD's Patrol Guide appears to ban officers from shooting at suspects inside vehicles, even if they're trying to use the vehicle as a weapon.

BED-STUY, BROOKLYN — A plainclothes cop shot a man wanted for felony assault just before 9 a.m. Tuesday morning on Vernon Avenue between Tompkins and Marcy, in a residential section of northern Bed-Stuy, according to the New York City Police Department (NYPD).

Javon Shipman, 36, who lives in an apartment along Eastern Parkway between the Brownsville and Ocean Hill neighborhoods, was spotted by four officers from the Brooklyn North Warrant Squad while sitting in his parked car on Vernon, police said.

"The detectives observed the suspect's vehicle parked at the curb," the NYPD said in a statement issued Tuesday. "Two of the warrant officers approached the vehicle on foot, while the other two drove their unmarked van in front of the vehicle to prevent escape."

As one NYPD detective approached Shipman's front window, police said, the suspect stepped on the gas peddle and drove his car up onto the sidewalk, directly toward the detective.

At that point, the detective's partner, who was in plainclothes, "fired one round at the subject as he was driving forward," the NYPD said — causing Shipman to swerve his car into the wall of a nearby building. The suspect then jetted off toward Marcy Avenue, police said.

Warrant Squad officers finally caught up with Shipman about a dozen blocks south, at Tompkins and Gates avenues, where Shipman was taken into custody with a gunshot wound to his left shoulder, according to the NYPD — apparently inflicted by the plainclothes cop who shot at him.

Shipman was transported to Methodist Hospital in stable condition, police said.

When cops later searched his car, they allegedly found a stash of drugs. (No additional details were released on the type or amount of drugs they found.)

Public School 23, a nearby elementary school at 322 Tompkins Ave., was reportedly placed on lockdown after the police-involved shooting.
