MOUNT KSISCO, NY — The village has declared a snow emergency from 10 p.m. Friday until 10 p.m Saturday.

Winter storm warnings have been issued for the lower Hudson Valley, though there is still a great deal of uncertainty about the complex weather system.

How far west this nor-easter will track as it heads up the East Coast is still unclear, and there is still uncertainty about the duration of moderate and heavy snow banding late tonight into Saturday, the National Weather Service said.

Municipal parking lots will be free during the snow emergency. Residents may move cars to the lots after 6 p.m. and not have to pay the meter.

The emergency order also provides fines for homeowners who plow or shovel snow into the road. Homeowners will be held responsible for contractors hired to plow or shovel snow as well.

Village officials also asked residents to avoid driving on the roads, if possible, in order to make it easier for crews to clear the snow.
