The NYPD and FDNY rushed to the scene of the shooting at 17 Battery Place near Washington Street after 3:15 p.m. Monday, a police spokesman told Patch. Before the shooting, the 40-year-old man was arguing with another man outside the building at 17 Battery Place, police said. The second man "opened fire" during the argument, according to authorities, striking the 40-year-old in the torso. Police said the woman was a bystander.

Paramedics then transported the woman to Bellevue Hospital in the Murray Hill neighborhood of Manhattan and the man to Long Island College Hospital in Downtown Brooklyn for treatment, police said. Both were in stable condition on Monday evening.

An NYPD spokesman told Patch that one man was in custody on Monday evening, but could not confirm his identity or whether charges had been filed against him. The shooting investigation was ongoing, a police spokesman said.

Two hours after the shooting, the streets surrounding the crime scene were relatively quiet. However, Washington Street appeared to be closed between Battery Place and Morris Street.

Monday's broad-daylight gun violence was an aberration for Lower Manhattan. There have been no shootings reported in the NYPD's 1st precinct, which covers Tribeca and Fidi, in at least two years, police records show.
