Is the Health Dept.'s Letter Grading System Fair to Businesses?

Since it was introduced in July 2010, DOH's letter grading system has been mostly a big hit with diners.

However, with the new public disclosure rules and with the advent of for every restaurant and every violation, a question seems to hang on the doorway of all of these mostly local, almost all small enterprises:

Is DOH's letter grading system fair to businesses?

Or are the closures evidence of a heavy-handed city bureaucracy?
