Developer Pitches Redevelopment Of Entire Harlem Block: Report
If plans are approved, the Ennis Francis Houses on West 124th Street will be torn down and rebuilt as taller developments.

HARLEM, NY — Developers are pitching the city on a plan to tear down low-rise housing buildings on a Harlem block in order to completely redevelop the street, according to reports.
Carthage Real Estate Advisors ultimately plans to build 17-story and 18-story developments in the space now occupied by the Ennis Francis Houses on West 124th Street between Adam Clayton Powell Jr. and Frederick Douglass boulevards, New York YIMBY first reported.
The developments would occupy the entirety of Adam Clayton Powell Boulevard between West 123rd and 124th streets and nearly all of West 124th Street, according to the report. Combined, the developments will bring 322 apartment units to the site, about 100 more than the Ennis Francis Houses currently features.

Apartments in the new development would be a mix of market-rate housing and below-market housing. Every apartment in the 17-story development will be reserved for individuals and families earning less than 80 percent of the Area Median Income and 30 apartments in the 18-story development will be reserved for individuals and families earning below 130 percent of the area median income, New York YIMBY reported.
The plans also call for a large amount of open space dedicated for residents. About 39,000 square feet of open space will be located behind the developments and above a community facility in the 17-story building.
