Lottery Opens For 399 Below-Market E Harlem Apartments

EAST HARLEM, NY — A lottery for nearly 400 apartments offered at below-market rents in a newly-constructed East Harlem development is now accepting applications for prospective tenants earning a wide range of incomes.

The new homes are located in a building called The Carolina on Park Avenue between East 107th and 108th streets. The development is located just two blocks away from Central Park and is a short walking distance from the East 110th Street 6 train station.

Below-market units at The Carolina are available for both to low-income and high-income renters. Rents begin as low as $367 per month for a studio for individuals earning between $14,538 and $22,410 per year and go as high as 22,410 per month for a three-bedroom unit for families earning a combined $116,332 to $218,460 per year.

The development also includes eight project-based Section 8 units where tenants will pay no more than 30% of their income in rent. These units will be given to tenants earning between $0 and $39,720 per year, according to the city's housing lottery website.

A majority of the units (239) are offered at Area Median Income levels that the city considers "low income" (below 80% AMI). The remaining 160 apartments are offered for individuals and families earning 90% or 165% of the Area Median Income.

Prospective tenants may apply for the lottery through the city's Housing Connect website. A mail-in application can be requested by sending a self-addressed envelope to: The Carolina/Triborough Finance New Station, PO Box 2010, New York, NY 10035. Applications must be sent or postmarked by Dec. 6.

Preference for half of the new apartments will be given to residents of Manhattan Community District 11, which spans East Harlem, parts of Central Harlem and Randall's Island, according to the city's housing connect website.
