Men Who Doused Cops In Harlem Arrested, 1 More Wanted, Police Say

A video of men dumping buckets of water on police Monday drew strong condemnation from city and police officials.

HARLEM, NY — Two men connected to a group that doused police officers with buckets of water in Harlem have been arrested and hit with charges for a related incident, police said.

Chad Bowden, 28, and Isiah Scott, 23, are facing charges of criminal mischief, harassment and disorderly conduct for throwing water on a woman and damaging her phone, police said. The men are currently being questioned for their role in dumping water on two police officers as they made an arrest in Harlem Sunday in an incident that was caught on video and provoked widespread condemnation from city officials and police brass.

The video, which was posted on Monday, shows officers having water thrown on them while arresting a man in the intersection of Adam Clayton Powell Jr. Boulevard and West 115th Street on Sunday. Onlookers cheer as the cops are soaked, and one man throws a plastic bucket at an officer's head.

Police classified the dousing of the officers as assault.

NYPD Chief of Department Terence Monahan described the actions shown in the videos as "reprehensible."

"NYC's cops & communities have made remarkable progress — together — but EVERY New Yorker MUST show respect for our cops. They deserve nothing less," Monahan said in a statement posed to Twitter.

The chief followed up with a statement urging police officers to: "Use your discretion — make arrests when necessary — and know that you have our support and full confidence."

The commotion began when two officers responded to a "disorderly group" near a fire hydrant on Sunday, said police. When police chased the group away from the area, they recognized a man wanted on an open warrant and attempted to arrest him. During the arrest people began throwing water on the officers, and one man threw a plastic bucket, Monahan said.

The officer hit by the bucket suffered pain and swelling to the back of his head, police said.

Elected officials from all over the city also denounced the behavior captured in the video. Mayor Bill de Blasio called the actions "unacceptable" and warned "we won't tolerate this kind of disrespect." Public advocate Jumaane Williams, who is not shy about his progressive stances on police reform, praised the officers in the video for their restraint.
