Agenda: July 16 Long Beach City Council Meeting

Adoption of City Fund Balance Policy, Comptroller's report, BZA appointment and Cablevision WiFi deal are on the slate for Tuesday meeting.

The following is the Long Beach City Council agenda for the July 16, 2013 meeting.

The City Clerk shall present to the City Council the Report of Examination performed by the Office of the State Comptroller, within ten days after the filing of said report.

PUBLIC HEARING: Ordinance to Amend the Code of Ordinances of the City of Long Beach Re: Motor Vehicles and Traffic.

1. Resolution Granting Waiver of Off-Street Parking Requirements Re: Premises 1052 West Beech Street (street floor), Long Beach, New York.

2. Ordinance to Amend the Code of Ordinances of the City of Long Beach

Re: Motor Vehicles and Traffic.

Legislative Memo: In order to enhance the safety and protection of our residents, we are creating a uniform City wide speed limit of 30 mph along Park Avenue and all Boulevards.

3. Resolution Authorizing the Adoption of a Complete Streets Program Policy. 

Legislative Memo: Complete Streets are streets that provide safe, comfortable and convenient access and mobility for all users of all abilities and modes. Long Beach now joins with 57 towns, villages and counties within New York State in establishing a Complete Streets Policy. 

This action increases the opportunities for grants for the City.

Resolution Authorizing the City Manager to Enter into an Agreement with Cablevision to Install, Maintain and Operate Cablevision’s Optimum WiFi Network within the City of Long Beach.

Legislative Memo: It is the desire of the City of Long Beach to provide WiFi network service for users while they enjoy the Ocean Beach Park and Boardwalk, at no cost to the City. 

5. Resolution Re-Adopting the City Investment Policy.

Legislative Memo: The New York State Comptroller requires the City to prepare and file the City Investment Policy with their office. 

6. Resolution Adopting the City Fund Balance Policy.

Legislative Memo: The City Council requested the City Comptroller to prepare a City Fund Balance Policy to avoid having a draw down of the City’s fund balance similar to the action that created the recent fiscal crisis. This is good fiscal management and this will insure that the City rebuilds and maintains a rainy day fund.

7. Resolution Confirming the Appointment of a Member to the Zoning Board of Appeals of the City of Long Beach.

Legislative Memo: This appointment fills a vacant term, expiring December 21, 2014, due to a recent resignation.

Resolution Authorizing the City Manager to Purchase Four Sanitation Vehicles from the Sole Responsible Bidder.

Legislative Memo: Four sanitation vehicles are over ten years old and have outlived their useful lives. Funding for this purchase is allocated in the Capital Improvement Plan.
