Just days ago on Sept. 11, temperatures were soaring and people were still flocking to TOBAY Beach, even on a weekday. As for Monday morning, not so much.  With a misty rain and temperatures in the 60s, the seagulls had the beach to themselves.  Take a look at these photos to see the contrast.
