25 Years For Brooklyn Man In Brutal Execution-Style Murder

The 2 victims were shot in Newburgh in April, 2023, leaving one dead and the other paralyzed. His co-defendant was sentenced to 45 years.

CITY OF NEWBURGH, NY — A second defendant has been sentenced in connection to a slaying that terrorized victims and shocked a community.

Orange County District Attorney David M. Hoovler announced that 40-year-old Dwayne Hines, of Brooklyn, was sentenced on Thursday to 25 years in prison to be followed by five years of post-release supervision after pleading guilty to first-degree manslaughter and second-degree murder.

His co-defendant, Romaine McRae, was convicted after a jury trial of all charges against him, including the crimes of second-degree murder, second-degree attempted murder, two counts of first-degree assault, and second-degree criminal possession of a weapon. McRae was sentenced to 45 years in prison in January.

According to court documents, McRae and Hines were responsible for a double shooting and execution that took place on Lander Street in the City of Newburgh around 8:30 a.m. on April 24, 2023. Two men were shot, leaving one man dead and the other man paralyzed.

The City of Newburgh Police Department Detective Bureau led the investigation, working with the Orange County District Attorney's Office, the New York State Police, the New York Police Department (NYPD) 67, 69 and 71 Precincts, and the Hudson Valley Crime Analysis Center.

McRae and Hines were taken into custody on July 12, 2023 in Brooklyn by the City of Newburgh Detective Bureau, in collaboration with Orange County District Attorney’s Office investigators.

DA Hoovler thanked all of the law enforcement agencies involved in this investigation. He added that the City of Newburgh Police Department deserves extraordinary commendation.

"The senseless violence perpetrated by these two dangerous criminals left in its wake tragic consequences for the victims," Hoovler siad. "Despite an incredibly challenging investigation, the City of Newburgh Police Department, together with law enforcement partners and prosecutors from my Office, worked tirelessly to identify and apprehend the defendants. With the lengthy prison sentences imposed in this case, I hope the friends and families of the victims can feel a degree of closure. We will continue to dedicate whatever resources necessary to the prosecution of violent crime in Orange County."
