New Windsor Man Admits To Hudson Valley Rape, Fleeing To Philippines

NEW WINDSOR, NY — An Orange County man who fled halfway around the world to escape justice is now facing decades behind bars.

Orange County District Attorney David M. Hoovler announced that 46-year-old Dominic Mamaat, of New Windsor pleaded guilty on Nov. 14 to first-degree rape.

At his sentencing scheduled for February 4, it will be recommended that Mamaat be sentenced to 20 years in prison to be followed by 20 years of post-release supervision. He will also be registered as a sex offender under the New York Sex Offender Registration Act.

During plea proceedings, Mamaat admitted that in May of 2020, he engaged in sexual intercourse with a person by forcible compulsion.

After being charged in May of 2020, Mamaat fled the jurisdiction in October of 2020.

The Town of New Windsor Police Department, with help from the Hudson Valley FBI Safe Streets Taskforce and the Department of Homeland Security, worked on locating Mamaat in the Philippines and, in August, securing his return to Orange County to answer the charges.

District Attorney Hoovler thanked the Town of New Windsor Police Department for their investigation which led to the arrest of Mamaat. He especially thanked Detective Francis Pierri Jr., for his efforts to return Mamaat from the Philippines. Hoovler also thanked the Hudson Valley FBI Safe Streets Taskforce and the Department of Homeland Security for their help in locating and returning Mamaat.

"Justice, in the form of the police and prosecutors, will seek out and find those responsible for reprehensible and violent crimes in Orange County," DA Hoovler said. "This case demonstrates the power of the cooperation between and amongst local, federal and international law enforcement agencies. This violent sexual offender was unable to escape punishment despite his best efforts to abscond from the long arm of the law. My Office, together with our law enforcement partners, will never stop seeking to hold sexual predators accountable for their conduct. We will continue to ensure justice is served in these challenging cases."
