Port Jervis Man Sentenced In Brutal Knifepoint Assault, Kidnapping: DA
The victim awoke to the defendant attempting to have intercourse with her, according to prosecutors.

PORT JERVIS, NY — A local man has been sentenced to 13 years in prison for beating and kidnapping a woman who had a protective order against him.
Francisco Ceballos-Rosario, 44, of Port Jervis, was sentenced in Orange County Court on Wednesday. After he serves 13 years in prison, he will be on post-release supervision for another five years, according to the Orange County District Attorney’s office.
Ceballos-Rosario previously entered a guilty plea to second-degree kidnapping for the December 2024 attack.

Orange County District Attorney David M. Hoovler called the facts of the case “chilling.”
“The lengthy prison sentence imposed in this case is necessary to remove this violent offender from society,” Hoovler said.

The attack happened on Dec. 28, 2024. The woman awoke in her Port Jervis home with Ceballos-Rosario covering her mouth and nose and attempting to have intercourse with her, prosecutors said.
Ceballos-Rosario then “repeatedly” struck the woman in the face and ordered her out of the residence at knifepoint, according to the district attorney’s office. He ordered her to go to her car, and threatened to kill her. While driving, the woman said the car was failing, which prompted Ceballos-Rosario to drag her out of the vehicle by her hair, beat her and slam her head into a sign post, according to the district attorney’s office.
A bystander witnessed the attack and called the police, who arrived and took Ceballos-Rosario into custody. The victim sustained broken facial bones and hearing loss, prosecutors said.
“But for the selfless actions of the Good Samaritan, the rapid response of the police, and the bravery demonstrated by the survivor, the outcome would likely have been even more tragic than what unfolded,” Hoovler said.
