Proposed Law Would Allow Dogs In All State Parks, Beaches
Two parks — Adirondack and Catskill parks — would be exempt if the law is enacted.
NEW YORK — Bills are currently making their way through the legislative process in Albany that would allow dogs to visit state-run parks and beaches.
Two Long Island legislators have introduced laws that would let dog owners bring their pets to all New York state parks, including beaches, except for the Adirondack and Catskill parks.
The Senate version was introduced by Senator Monica Martinez, D-Bay Shore, and the Assembly version by Assemblyman Steve Stern, D-Melville.

While some state parks already allow dogs, such as the Walkway Over the Hudson in Poughkeepsie, not all do.
If the bills pass both houses — they are now still in committee — and are signed by the governor, they would amend the parks, recreation and historic preservation law to allow dogs in all state parks with the exception of the Adirondack Park and Catskill Park.

The legislation requires the dogs to be under the direct supervision and control of their owners or custodian at all times. Installation of dog care stations would also be required.
In her bill, Martinez said people would love to share the experience of New York’s parks with their dogs and they should have the option of bringing their pets with them to enjoy open green spaces, trails and nature.
“This bill affords state parks with the flexibility to restrict certain areas from being accessible to dogs, which may include protected bird nesting sites,” the bill said. “This measure encourages coexistence between park visitors, dogs, wildlife and the environment.”
Among the provisions are that the parks will have to provide garbage cans and disposable biodegradable waste bags and dogs must be leashed at all times unless a state park has a specified unleashed area.
