State Police Bureau Of Criminal Investigation Makes Felony Child Endangerment Arrest After Probe

A 30-year-old Putnam man is accused of harassing, endangering and disseminating indecent material to an 11-year-old girl, according to NYSP.

KINGSTON, NY — A more than yearlong investigation has led to the arrest of a Hudson Valley man, according to New York State Police.

Officials say that on Thursday, the Bureau of Criminal investigation at Ellenville arrested 30-year-old Joseph J. Guzman, of Kingston, on charges related to child endangerment.

After an investigation that was launched in October of 2023, investigators found that Guzman initiated an inappropriate conversation with an 11-year-old girl through an app. They also found that Guzman disseminated unwanted indecent material of himself and another person to the victim, and harassed the child.

State police say that Guzman was arrested and processed at the Ellenville barracks.

He was charged with felony first-degree disseminating indecent material to minors, misdemeanor second-degree aggravated harassment, and misdemeanor endangering the welfare of a child.

Guzman was then taken to the Ulster County Court Centralized Arraignment Part, where he was released on his own recognizance. He was scheduled to reappear in the Town of Wawarsing Court on Friday.
