- NYC taxpayers were responsible for $121 million in NYPD police misconduct lawsuits in 2022 — the highest amount in at least five years, according to the Legal Aid Society. That total doesn't include cases that didn't make it to court and settlements. Large amounts of that total stem from decades-old cases that were settled recently, including to Muhammad Aziz who received $13 million over his wrongful conviction in the assassination of Malcolm X. - A controversial development proposal in Harlem that was defeated at the final hour could soon enter its second iteration. This time proposed as "One45 for ALL," plans call for over 900 housing units, 50 percent of which would be income-restricted affordable. Developer Bruce Teitelbaum's first proposal didn't gain the support of Councilwoman Kristen Richardson-Jordon, after which he decided to open up a controversial truck stop on the property. - More than half of NYC office workers — 52 percent to be precise — were back in the office during an average workday in January, a survey from Partnership for New York City found. That's up from 49 percent in September. (New York City Patch)
- In other in-person vs. remote worker news, City Hall is now considering demands by municipal employees for hybrid work, according to a union, amid contract negotiations in which hybrid work could be a "major sticking point" along with raises. (Gothamist)
- Black New Yorkers have an unemployment rate of 11 percent, four times higher than white New Yorkers, at just 28 percent, a recent report from the New York City Economic Development Corporation found. The data is similar to national trends. (Bronx Times)

- Mayor Eric Adams has expressed objections to Gov. Kathy Hochul's proposal that New York City taxpayers contribute $500 million annually to help close the MTA's budget gap, in a rare show of disagreement between the two Democrats. (Gothamist)
