Here are the top five stories in New York City today:

  1. Rockland County, a suburban county north of New York City, on Monday declared a "State of Emergency" over Mayor Eric Adams' plan to send asylum seekers there voluntarily for up to four months. A City Hall spokesperson called a Rockland County executive's statement "racist rhetoric." Meanwhile, more asylum seekers are expected to continue arriving in the city. (New York City Patch)
  2. The Independent Budget Office believes City Hall's estimate that housing and providing for migrants will cost the city $4.3 billion in the next fiscal year is overblown, estimating it could be up to $1 billion less than that. The city's Department of Social Services boss disagrees. (AMNY)
  3. Two universities in New York City and Rhode Island have received a grant to study whether safe-injection sites for drug users, which are controversial in NYC, are effective in preventing drug overdoses. This is the first study of its kind funded by the U.S. (New York Daily News)
  4. While commercial rents in Manhattan are falling with record office vacancy rates, they've been swiftly rising in other boroughs, particularly in neighborhoods where a majority of people of color live, a data analysis shows. That's causing many small businesses in majority Black, Latino and Asian neighborhoods to make tough decisions. (subscription/The New York Times)
  5. New York City public schools are expecting enrollment to stay relatively steady in the next school year, with a just 0.6 percent decrease, according to the Department of Education. That could spare many schools from drastic budget cuts and comes after several years in a low of drops in enrollment during the COVID-19 pandemic. (Chalkbeat New York)
