Here are the top five stories today in New York City:

  1. The city's plan to involuntarily commit mentally ill New Yorkers to hospitals has met its first legal challenge, filed by New York Lawyers for the Public Interest among other groups, who say that it dangerously puts NYPD officers at the forefront of such decisions. Mayor Eric Adams and officials are pushing back against that characterization. (New York City Patch)
  2. New York City residents, along with the rest of the country, are encouraged to wear masks in indoor settings during the winter, CDC Director Rochelle Walensky said. "We would encourage all of those preventive measures — handwashing, staying home when you’re sick, masking, increased ventilation — during respiratory virus season, but especially in areas of high COVID-19 community levels," she told reporters.   3. NYC's public libraries could see budget cuts of over $13 million this fiscal year, and $20 million in the following two, under a proposal from Mayor Eric Adams to close the city's spending gap. That could mean a reduction in programs and open hours and laying off employees. The City Council will need to approve the budget proposals. (Gothamist)
  4. The NYPD has seen more resignations this year than any time in the past two decades, with many police officers being recruited to other departments across the country, city records show. That includes 1,225 that resigned through November before completing five years of service. Reasons could include lower salaries and longer hours compared to other jobs.   5. Phil O’Brien, the British publisher of a local Manhattan paper W42ST, is unable to return to New York City from across the pond after his visa renewal application was denied, with immigration officials saying his business was "marginal" due to it being scaled down during the pandemic.
