NEW YORK CITY — Virginia Giuffre, an alleged survivor of Jeffrey Epstein, accused British royal Prince Andrew of sexual abuse in a lawsuit filed Monday in Manhattan's federal court, records show.

Giuffre's complaint accuses the Duke of York of abusing her in Epstein's many homes across the U.S., including his mansion on East 71st Street on the Upper East Side, when she was under the age of 18.

"In this country no person, whether President or Prince, is above the law, and no person, no matter how powerless or vulnerable, can be deprived of the law’s protection," the lawsuit states.

"Twenty years ago Prince Andrew’s wealth, power, position, and connections enabled him to abuse a frightened, vulnerable child with no one there to protect her. It is long past the time for him to be held to account."

Giuffre is asking for damages to be determined by the court.

The lawsuit comes days before the statute of limitation ends on the Child Victims Act, New York legislation that extended the window for alleged victims to take their accused abusers to court.

“If she doesn't do it now, she would be allowing him to escape any accountability for his actions,” Giuffre’s attorney David Boies told ABC News. “And Virginia is committed to trying to avoid situations where rich and powerful people escape any accountability for their actions.”

It also arrives nearly two years after Epstein died by suicide at the Metropolitan Detention Center, where he was being held on charges of sex trafficking.

Representatives for Prince Andrew, who resigned from public life after a controversial interview about his friendship with Epstein, told ABC there would not be a comment on the suit.

Giuffre's lawsuit also claims Prince Andrew has refused to cooperate with U.S. authorities in their investigation of Epstein, a characterization of his participation confirmed by former U. S. Attorney for the Southern District of New York, Geoffrey Berman.

Berman told the New York Times at a 2020 press conference, “To date, Prince Andrew has provided zero cooperation."
