Clarkstown's 'Migrant Flophouse' On The Market For $575,000

The owner, ordered to convert it back to a single-family home, faces fines for code violations.

NEW CITY, NY — The house on New Hempstead Road that became notorious in the fall as a "migrant flophouse" is up for sale.

According to Zillow, the asking price for the house at 295 New Hempstead Road, which has four legal bedrooms, is $575,000. It last sold Nov. 22, 2022 for $470,000.

In September, Town Supervisor George Hoehmann held a news conference about the overcrowded, illegal boarding house, a small Cape into which 31 people were packed, including in the attic and garage, under squalid circumstances. Photos provided by the town showed rooms divided by sheets and shower curtains, mattresses on the floor side by side, extension cords everywhere. Town officials said their "unprecedented" code enforcement effort included going to court to get a restraining order against the owner, Shloima Koppel.

Supreme Court Justice Thomas Zugibe issued one and later ordered Koppel to turn the house back to a single-family home.

In a separate case, Koppel is scheduled for a Clarkstown Justice Court appearance on Jan. 2, where he faces up to $20,000 in fines for code violations, The Journal News reported. According to TJN, the 29-year-old Monsey resident also owns two properties in Spring Valley.

Patch reached out to Koppel's lawyer, Christopher Riley of White Plains, for comment.

Clarkstown is also going after First Choice SV Property Management LLC, which handled 295 New Hempstead Road for Koppel and which Hoehmann said manages 339 rental homes across Rockland County.

The town is in court over five of those properties, The Journal News reported.
