County Executive Lambastes Parole Board After Released 'Monster' Arrested Again

ROCKLAND COUNTY, NY — County Executive Ed Day didn't want to be right about what could happen if a convicted killer was released from prison to Rockland County.

Now that his worst fears have come true, he is blasting those who didn't heed his warnings.

McCain was one of the killers of Pearl River teen Paula Bohovesky in 1980.

The teen had left the Pearl River Library where she worked after school, and was walking the two blocks to her home when McCain and his accomplice Richard LaBarbera saw her from a bar, followed, attacked her sexually, and killed her.

"Robert McCain does not deserve to walk free, and he most certainly should not be allowed to reenter and re-violate a community that he ripped apart with his heinous actions," Day wrote warning that his release to Rockland County was a clear danger to community. "He can not be trusted or allowed to walk our streets again."

Now that the infamous killer has been arrested again, Day is demanding consequences both for McCain and for those who allowed him to walk free again.

"We fought tooth and nail to keep this egregious killer, Robert McCain, behind bars — where he belonged — for the brutal and unspeakable murder of 16-year-old Paula Bohovesky," Day said in a fiery statement released on Friday. "The decision by the New York State Parole Board to release him ignored the pleas of our entire community and disregarded the irreversible devastation caused to Paula’s family; turning its back on justice itself."

The Westchester County Police Department says that the 64-year-old was charged on Wednesday with misdemeanor forcible touching related to a groping incident that took place earlier this month, in a Town of Cortlandt park.

On July 5, a woman reported to authorities that Robert McCain, who is a casual acquaintance of hers, groped her as they were talking at the Town of Cortlandt dog park, located on Sprout Brook Road.

After an investigation by detectives from the Westchester County Police Department's General Investigations Unit, McCain was charged and arraigned in Cortlandt Town Court.

The County Executive said that the news that McCain has once again been arrested was both foreseeable and avoidable.

"Now, this monster — as predicted – committed another crime; underscoring how the system failed. The crime McCain stands accused of is on the hands of every Parole Board member who voted to free him," Day said. "If any of the individuals responsible for that disgraceful decision remain on the Parole Board, I am again calling on them to immediately resign. Their actions put the public at risk, and I will never stop fighting for justice — not just for Paula, but for every Rockland resident who expects safety, accountability, and a system that values the lives of victims over the comfort of criminals."
