County-Wide High-Speed Police Chase Followed By Hourslong Armed Standoff: Police
Police have now released the identity of the man at the center of the weekend drama that unfolded following a domestic disturbance report.
VILLAGE OF HAVERSTRAW, NY — Authorities have released the identity of the man at the center of a wild police chase and tense standoff with police.
The Haverstraw Police Department says that on Saturday, around 11 p.m., officers responded to an address after receiving a report of a domestic incident involving a firearm. Before police arrived on the scene, the suspect fled his home in a vehicle while armed.
Police found the vehicle traveling on Route 9W, in the Village of Haverstraw, and attempted a traffic stop. However, the suspect did not comply and led officers on a high-speed pursuit across multiple jurisdictions throughout Rockland County, according to police.

In a Sunday afternoon update, Haverstraw police identified the suspect as 41-year-old Marcos Seda, of West Haverstraw.
During the chase, the suspect's vehicle struck several police vehicles, resulting in one officer being injured, police said. The officer was treated and released from Nyack Hospital, according to officials.

Police say the pursuit ultimately ended in the Town of Clarkstown, in the area of Zukor Road and Old Route 304, where the suspect barricaded himself inside his vehicle with the firearm displayed and refused to surrender.
A multi-hour standoff followed, according to authorities.
Haverstraw police gave credit to "the coordinated efforts and professionalism of all agencies involved" for bringing the incident to a safe resolution. The suspect eventually surrendered peacefully and turned over the firearm, police said.
The Haverstraw Police Department thanked the New York State Police, the Rockland County Sheriff's Office, the Clarkstown Police Department, the Rockland County Intelligence Center, Rockland County REACT, the Clarkstown Police CERT, and the Rockland County Bureau of Criminal Investigation (BCI) for their assistance and support throughout the incident.
"This situation could have had a tragic outcome, but due to the discipline, restraint, and tactical expertise of all officers on scene, it ended without further injury to the suspect, officers, or members of the public," Haverstraw police said.
"The Haverstraw Police Department had a pursuit with a suicidal person which came into Town of Clarkstown during the overnight hours," Clarkstown Town Supervisor George Hoehmann wrote on social media. "The suspect had a rifle to his head during the pursuit, which went on for over an hour in and out of our town. The pursuit ended in Clarkstown at approximately 1:30 a.m. at Old Route 304 and Zukor Road when the suspect vehicle became disabled after ramming a Haverstraw Police vehicle. The suspect remained in the vehicle with a rifle. The Clarkstown Police Department CIRT personnel and County REACT and Behavioral Response Team were all on scene."
Hoehmann credited the actions and patience of law enforcement with bringing the fraught situation to a safe conclusion.
"Negotiations ensued until the subject surrendered and was taken into custody without incident at 5:45 a.m.," Hoehmann said. "The suspect was transported to the hospital for evaluation and will eventually face pending charges. Aside from very minor injuries to one Haverstraw officer from the crash, nobody from the public was injured. Great job by all agencies involved in keeping us all safe during the overnight incident that involved a significant number of police and emergency response personnel."
After an investigation, Seda was charged with felony first-degree unlawful imprisonment, misdemeanor third-degree assault, misdemeanor second-degree menacing, felony second-degree assault, felony first-degree reckless endangerment, felony third-degree criminal possession of a weapon, and misdemeanor third-degree unlawful fleeing a police officer in a motor vehicle.
Seda was arraigned before the Village of West Haverstraw Justice Court, where bail was set. He has since been remanded to the Rockland County Correctional Facility.
