Criminal Charges Dismissed Against Hi-Tor President

NEW CITY, NY — All criminal charges against the president of Hi-Tor Animal Care Center in Pomona have been dismissed.

On Wednesday, the Rockland District Attorney’s Office dismissed a felony count and 17 misdemeanors against Debbie DiBernardo, the Journal News reported.

An agreement between prosecutor’s and DiBernardo’s attorney dismissed the charges. The case will be sealed is she does not get arrested in the next six months.

In June, she rejected a plea deal from the DA to drop the felony charge and all but one misdemeanor charge if she would talk to them about criminal activity at the shelter.

The felony charge, prosecutors said, was for filing a voucher with the county that contained false information. The misdemeanor charges were for falsifying business records — one for each kitten.

Hi-Tor takes in about 2,000 animals every year, mainly cats and dogs. It’s the county’s only no-kill animal shelter.
