Man Accused of Taking Illicit Cell Phone Video of Woman at Mall Store

Worker at Palisades Center told police he saw making taking what appeared to be photographs under shopper's dress.

A Spring Valley man is being held in the county jail in New City on felony charges in connection with the taking of illicit cell phone vidoes of a female shopping at Palisades Center mall in West Nyack, according to Clarkstown police.

Police said a worker at the Charlotte Russe store at the mall reported a suspicious man to police about 2:30 p.m. Monday, saying she saw the man with a cell phone standing behind a female with his arm extended taking what appeared to be photographs under the female's dress.

When police arrived at the store, the man had left but he was found in the mall a short time later after his discription was broadcast to other officers, police said. The man seen in the store was identified as Banger Hernandez-Sandoval, 29, of Spring Valley.

Hernandez-Sandoval was arrested and taken to police headquarters in New City, where police said they found that Hernandez-Sandoval had a cell phone with a video taken of the female - estimated to be 18 to 22 years old - who was in the Charlotte Russe store.

He was charged with second-degree unlawful surveillance, a felony, and disorderly conduct, a misdemeanor. He was arraigned in Clarkstown Town Court by Judge Rolf M. Thorson, who orded Hernandez-Sandoval held in the Rockland County Correctional Center in New City on $1,000 bail. He faces a Town Court hearing Wednesday.
