Haverstraw Man Convicted In Child Sex Abuse Trial

The sexual contact happened when the Ramapo resident was 9-11 years old, the Rockland County DA said.

RAMAPO, NY — A Haverstraw man has been convicted of a child abuse charge after a two-week trial, Rockland County District Attorney Thomas E. Walsh II announced Monday.

Between 2016 and 2019, beginning when a Ramapo resident was 9 years old, Elmer Oviedo-Sandoval subjected her to sexual contact on multiple occasions while she resided in two separate residences, the DA said. The sexual abuse consisted of sexual contact over and under her clothing, including one incident where Oviedo-Sandoval touched her intimate body parts. In 2023, when the victim was 16, she disclosed the abuse to her mother and it was reported to the Ramapo Police Department.

Oviedo-Sandoval, 47, was convicted of felony sexual conduct against a child.

“The verdict in this case sends a direct message that anyone who commits acts of sexual abuse against a minor will be held accountable for their actions. The conviction of the defendant reflects the commitment of my office to seek justice for victims," Walsh said. "I commend the thorough and professional prosecution by Assistant District Attorneys from my office and the investigation by the Ramapo Police Department working with the Rockland County District Attorney’s Office Special Victims Unit."

Oviedo-Sandoval was sent to the Rockland County Jail after the verdict. He is scheduled to be sentenced by the Hon. Anne B. Bianchi on Oct. 15. He faces up to seven years in state prison. The conviction requires that he register as a sex offender.

The case was prosecuted by Supervising Assistant District Attorney Gerard M. Damiani III and Assistant District Attorney Kaitlin DeLuca.
