Ossining Senior Housing Gets Westchester IDA Approval

The $44.5 million housing project will be 100-percent affordable housing, according to officials.

OSSINING, NY — A $44.5 million housing project for seniors — that is 100 percent affordable housing — will be built in the village of Ossining.

The Westchester County Industrial Development Agency recently gave its final approval of financial incentives that would allow the project to be constructed.

Officials said the project, for seniors 62 and older, received approval at the IDA’s Oct. 26 meeting.

Crescent Manor Ossining, as it was named, will be built on a vacant site located at 136-140 Croton Ave.

Developers said the 3-1/2-story building will have 74 units of affordable senior housing, set at 40 percent, 50 percent and 60 percent Area Median Income. It will also feature up to 3,500 square feet of planned retail and flex community space.

Westchester County Executive George Latimer said this 100 percent affordable housing project is providing much-needed housing for seniors 62 and older while creating new construction jobs for the county’s residents.

“This is the kind of innovative development that is helping Westchester meet its growing housing demands,” he said.

The project will have 33 studios, 40 one-bedroom units, and one two-bedroom unit designated for the building superintendent. Amenities will include a fitness room, computer room, community room/lounge and laundry room

Crescent Manor Ossining will provide two levels of parking.

Macquesten Development, the project applicant, is receiving a sales tax exemption of $1,216,462, a mortgage recording tax exemption of $232,460 and a real estate tax exemption through Payment in Lieu of Tax, or PILOT, agreement of $5,382,643.

An estimated 159 construction jobs will be created, of which 43 percent will be Westchester hires and 30 percent of capital expenditures will be procured with the county.

Construction is slated to begin in April and be completed by August 2026.
