Breast Grabber, Teenage Tattoos, Man Ties Up Fiance

Man Attacks Woman, Grabs Her Breast on the StreetÂ
A woman was walking down the 100 block of N. Division Street on Monday, Oct. 3 at 10:40 p.m. when a stranger walked up to her, and attacked her by grabbing her breast, according to police reports. She broke free and ran while the man chased after her, she told police.

Police Officer Franco found the man, who was identified as Nery Ruano-Garcia, moments later after he was seen running into a restaurant located at 118 N. Division St. Ruano-Garcia was charged with forcible touching, a misdemeanor. He was taken into custody after being positively identified and held for arraignment in Peekskill City Court.

Woman, 20, Arrested for Tattooing a Consenting Teenager
A 15-year-old girls mother called the police after the child had voluntarily had her arm tattooed by Brittany Mountain, 20, of White Plains, police said. Mountain was charged following an investigation by Det. Ralph D’Aliso that found that Mountain tattooed the 15-year-old while at a residence on Cortlandt Street in Peekskill on Sept. 15. Mountain was released on her own recognizance and is due to appear in Peekskill City Court on Oct. 20 at 11 a.m.

Man Assaults and Ties Up Fiance, Punches Holes in Walls
Glenn Yerger, 37, of Peekskill was charged with second-degree unlawful imprisonment, third degree assault and fourth degree criminal mischief, all misdemeanors, on Oct. 7 at 8 p.m. on Mill Street in Putnam Valley.
Yerger was charged following a domestic dispute that occurred on Oct. 3 whereby he is accused of assaulting his fiancé, and then tying her up while not allowing her to leave the residence. In addition, Yerger is accused of damaging several walls in her residence by punching holes in them. He was arrested at the home of a family member in Putnam Valley and held for arraignment in Peekskill City Court.

Man Lies to Cops to Protect Friend Who Broke His Nose
On Oct. 7 at 5:30 p.m. Carlos Tepan, 43, of Peekskill was charged with falsely reporting an incident, a misdemeanor. Tepan was charged after reporting to police on Oct. 5 that he had been assaulted (his nose had been broken) and robbed by three individuals while on the 400 block of Central Ave. Following an investigation by Officer Gonzalez and Detective Marcos Martinez, several inconsistencies in his story were developed. When confronted, Tepan admitted that he fabricated the assault and robbery in order to protect his friend who had assaulted him while the two were drinking at a party on Paulding St.
Skipping Out on Bail
On Oct. 3 at 3:20 p.m. Brandon Johns, 27, of White Plaines, was charged with third degree bail jumping, a misdemeanor, at Peekskill police headquarters. Johns was charged after failing to appear in Peekskill City Court as ordered while out on bail. Johns had been out on bail following an arrest in March of 2010 where he was charged with second degree aggravated unlicensed operation of a motor vehicle. Johns was remanded to the Westchester County Jail without bail
Heroin and Hypodermic Needle
On Oct. 3 at 5:52 p.m. Richard O’Conner, 25, of Buchanan, was charged with seventh degree criminal possession of a controlled substance, a misdemeanor and criminal possession of a hypodermic instrument, a misdemeanor. He was arrested on the 900 block of Highland Ave by officer Joe McGann after he was found to be in possession of heroin and a hypodermic needle following a traffic stop. He was released on his own recognizance and is due to appear in Peekskill city court on Oct. 31 at 11 a.m.
Yorktown Resident Arrested for Intent to Sell Drugs
Jason Lowery, 33, a Yorktown resident, was charged with criminal possession of a controlled substance, a felony, and intent to sell, on Oct. 6 at 8:20 p.m. Lowery was arrested after being found in possession of several different types of narcotics including heroin, cocaine, and percocet. Lowery was a passenger in a vehicle that was stopped for having a headlamp out on Homestead Avenue in Peekskill. Lowery was held for arraignment in Peekskill City Court without bail.
