Massive Development Could Tower Over Prospect Park, Records Show

Developers hope to build two 39-story towers on the site of a former Crown Heights spice factory, records show.

CROWN HEIGHTS, BROOKLYN --The city will consider plans to tear down an old spice factory and build two 39-story high-rises that could become one of Crown Heights' biggest developments if approved, city records show.

Continuum Company and Lincoln Equities submitted proposals on Feb. 8 to rezone, under the Mandatory Inclusionary Housing Program, a plot of land at 960 Franklin Ave. and build a 1.3 million-square-foot apartment complex, according to City Planning department records.

The two skyscrapers would stand more than 400-feet tall and bring 1,578 apartments to the block bound by Montgomery Street, Franklin Avenue, Sullivan Place, and Washington Avenue near Prospect Park, records show.

Plans also include 21,183 square-feet of retail space, 9,678 square-feet of community space and 789 affordably priced apartments, city records show.

Developers will present these plans at a public scoping meeting at the City Planning Commission Hearing Room at 120 Broadway in Manhattan on March 12 at 1 p.m., city records show.

The plans must win approval from the Brooklyn Borough President, the City Planning Commission, City Council and the Mayor's office before the plot can be rezoned and construction begin.

Crown Heights Locals expressed a strong opposition at a Community Board 9 meeting Tuesday night, Brownstoner reported.

"This is the equivalent of a neighborhood rezoning,” CB9 land use committee member Esteban Giron reportedly argued. “This is major."
