The contract will help improve the energy efficiency of the district and will result in a guaranteed $380K savings for the district.

From Con Edison Solutions: Con Edison Solutions (CES), one of America's leading energy services companies, announced today that it has signed an energy performance contract with the Putnam Valley Central School District that is designed to significantly improve the energy efficiency of the District’s buildings and infrastructure, enhance the learning environment through improved comfort, and slow the pace of escalating energy costs.

The contract will result in guaranteed annual cost savings of more than $380,000 for the District.

The energy efficiency project addresses more than 275,000 square feet of space, including Putnam Valley Elementary School, Putnam Valley Middle School and Putnam Valley High School. Working closely with the District’s facility management as well as KG&D Architects to develop a cost-effective project plan, Con Edison Solutions will provide the following energy conservation measures:

  • LED lighting and controls
  • Geothermal heat pump system (Elementary School)
  • Premium efficiency motors and variable frequency drives (VFDs)
  • Building management system upgrades
  • Installation of demand controlled ventilation
  • Replacement of windows and doors (Elementary School)
  • Building weatherization improvements
  • Installation of solar photovoltaic (PV) and sustainability kiosk
  • Solar/wind educational curriculum

“Our Board of Education has always been strongly in favor of sustainability models and reduced energy consumption. We are proud to partner with Con Edison Solutions, on this ambitious energy efficiency program to find better, more cost-effective ways to use our energy resources and to allow our students to be more aware of their school environment and the way technology and alternative energy models actually influence their lives. The District will also take advantage of the opportunity to establish a K-12 curriculum directly related to the project”, said Dr. Fran Wills, Superintendent of Schools.

Prior to being selected to implement the energy performance contract, Con Edison Solutions developed a Comprehensive Energy Audit (CEA) for the Putnam Valley Central School District. During this process, the Con Edison Solutions project development team conducted a thorough energy assessment of the District’s schools and facilities. Moreover, the team visited each of the sites, met with facilities management and staff to discuss areas of concern, and reviewed available plans and drawings to verify existing conditions and develop constructability plans for proposed improvements. After reviewing both its findings and available documentation, Con Edison Solutions determined which combination of proposed improvements would maximize the school district’s cost savings while maintaining the required financing term.

As an added incentive, the New York State Education Department offers school districts an additional 10% financial aid on energy performance projects that are voter approved. In order to bring this additional benefit to the taxpayers of Putnam Valley, the School District will include a separate proposition on the ballot which will be presented to the public for a vote on Tuesday, May 16. With a positive outcome by the voters, this project could generate additional aid of more than $600,000 over the 15 year term of contract. Polls will be open at the Putnam Valley Elementary School, 171 Oscawana Lake Road, from 6:00 am to 9:00 pm.
