The campus at Bush Terminal would be a hub for garment manufacturing and TV and film production under Mayor Bill de Blasio's plan. The project, announced in February, is expected to create 1,500 permanent jobs along with 800 construction jobs.

The plan has been criticized as officials look to lift restrictions on Manhattan's Garment District. If that happens, manufacturers who have been in the iconic district for years may be forced to relocate to Sunset Park.
