The leaves should be collected in a paper lawn bag, a leaf bag, or an open, unlined container, according to the city. They should not be placed in trash bags, or the'll be treated as trash, and won't be turned into compost.
Also, any grass, branches, yard clippings, or leaves left behind by professional groundskeepers can't be left out for composting. Such hired hands have the responsibility to dispose of yard waste themselves.
