According to the investigation and indictment, Omar allegedly began a relationship with a 13-year-old in February. During that time, he allegedly physically and sexually abused the victim at a home in Woodbury, Donnelly said.

On Nov. 28, the victim fled Omar's home naked after a sexually violent encounter, prosecutors said.
