Sleepy Hollow Man Charged with Inappropriately Photographing Target Shoppers

Police charged Jose Piedra, 47, of Sleepy Hollow, with felony unlawful surveillance, and misdemeanor stalking in the third degree at Target, 9 City Pl., on Monday night. Piedra was allegedly seen on video surveillance placing his cell phone under the skirts of unsuspecting female shoppers and taking pictures, according to police reports. After seeing the footage, police allegedly stopped Piedra, who was still in the store and took his phone before arresting him on the above charges, police reports said.
