UPPER EAST SIDE, NY — In an act of literal broken window policing, cops caught a thief whose feet they saw dangling from a backseat car window in Carnegie Hill, the NYPD announced.

Two patrolling officers made the arrest on the heels of their strange discovery on East 90th Street near Lexington Avenue on March 23 about 3 a.m., according to the NYPD.

The game was afoot when Shakim Desilva, 24, tried to flee the 2023 Hyundai cops say he tried to steal, police said.
