UPPER WEST SIDE, NY — In a year where people are still struggling to make rent payments due to the COVID-19 pandemic, New York City residents had to also contend with mistreatment by their landlords, and an annual report by the city's Public Advocate names a collection of Upper West Side buildings as some of the worst run in the city.
