20K HV Power Outages As Rain, Flooding Continue: IDA UPDATES
Heavy rain can still be expected east of the Hudson River before the storm exits to the east around 3 a.m.

Heavy rainfall is still expected east of the Hudson River, as Tropical Storm Ida leaves floods and destruction in its wake.
At 1 a.m., Con Edison reported 9,373 customers in Westchester County out of power. O&R reported about 2,700 customers out in Orange and Rockland counties. NYSEG reported 3,485 customers out in Putnam and 1,928 in Westchester, as well as sporadic outages in Dutchess and Orange. Cen Hud reported 1,837 customers out in Dutchess, 2,070 out in Orange, and hundreds out in Putnam and Ulster.

Metro-North Railroad service is suspended on all lines into the Hudson Valley and Connecticut. Expect delays on Thursday, MTA officials warned.
New York Gov. Kathy Hochul declared a statewide state of emergency due to the severe damage from tropical storm Ida.

"Widespread reports of flash flooding across the region, including water rescues," said Alex Marra and Bill Potter of Hudson Valley Weather.
As the remnants of Hurricane Ida battered the region Wednesday night; fire and police departments were inundated with emergency calls.
"This storm is dangerous and the risk to your life if you attempt to travel right now is severe," Rockland County Ed Day said. "Please stay off the road, stay safe and allow our first responders to do their jobs."
A number of roads flooded in Dutchess County. Emergency management officials reported:
- CR-28, Town of Wappinger - Old Hopewell Road, east of Route 9, in the construction zone is flooding and hazardous due to significant water on the roadway.
- CR-111, Town of Washington - near the monument, now closed due to roadway flooding.
- NYS Route 9, Town of Fishkill - Road Closed near Clove Road due to water running off the mountain and across the roadway.
- Gardner Hollow Rd - bridge just east of Buck Dr - water over bridge impassable.
- Route 44 West of Troop K - Approx 3 inches over roadway /slowly growing may not be passable soon.
- Ten Mile River Rd. and Stephen Rd., Dover - Roadway flooded and impassable.
- Noxon Rd and Colonial Drive, LaGrange - Roadway flooded and impassable.
- Nelle Hill Rd Bridge, Dover - Water rising and may crest bridge. Use extreme caution in this area.
- Titusville Rd, Philips Rd, Old Manchester Rd., LaGrange. - One lane open with roadway flooding.
The National Weather Service recorded 3.15 inches of rain in New York’s Central Park in one hour, far surpassing the 1.94 inches that fell in one hour during Tropical Storm Henri on the night of Aug. 21, which was believed at the time to be the most ever recorded in the park, the Associated Press reported.
New York's FDR Drive, a major artery on the east side of Manhattan, was underwater by late evening and subway stations and tracks became so flooded that the Metropolitan Transportation Authority suspended all service. Videos posted online showed subway riders standing on seats in cars filled with water, according to the AP.
Other videos showed vehicles submerged up to their windows on major roadways in and around the city and garbage floating down a street in Queens, the AP reported.
New Flash Flood Warnings were issued by the National Weather Service for northern Westchester it is in effect until 3 a.m. For southern Westchester is is in effect until 2:30 a.m.

At 10:38 p.m., Mamaroneck officials issued an emergency alert: "There is currently a flooding throughout the Town, many roads are impassable. Do not drive through flooded areas. We urge all residents to stay indoors and off of the roads. Avoid all downed wires and obey barricades.Town Departments are actively responding. If you need emergency assistance call 911. Stay safe."
Don't travel, police asked Yonkers residents. "Local streets are experiencing severe flooding - many primary and secondary roadways may not be passable due to water conditions and disabled vehicles. Please stay home and avoid travel."
Mount Vernon declared a state of emergency due to severe flooding and wind damage.
Ossining police closed Route 9A in both directions after the highway flooded under the Ryder Road overpass.
Westchester County police reported flooding on the county parkways.
By 9 p.m. the Bronx River Parkway was partially closed northbound from the County Center to the Sprain and southbound from Scarsdale Road to Main Street.
The Hutchinson was closed southbound at E. Lincoln Avenue.
The Cross County Parkway was partially closed easbound at Wartburg.
The Saw Mill River Parkway and Playland Parkway were open but police warned of heavy rain fall.
New York Metro Weather reported 3.15 inches of rain fell in Central Park between 8:51 p.m. and 9:51 p.m.
