GS-11 Social Worker (Substance Abuse)

You will serve as a counselor providing a professional knowledge of concepts, principles, procedures, and practices to the Army Substance Abuse Program (ASAP). You will hold primary case management responsibility for patients. You will develop methods, approaches, or procedures to meet program requirements and patient needs. After conducting patient assessment and evaluation using psychosocial instruments, you will develop and implement treatment plans to treat clients with substance abuse issues. The types of the therapy provided by the incumbent will include individual, group, and family psychotherapy. Ongoing review of patient progress will be required along with the use of data management tools to establish and maintain case records.

Minimum Qualifications:

  • Degree: Applicant must possess at least a masters degree in social work in a school accredited by the Council on Social Work Education.  
  • Specialized Experience: Applicants must possess at least one year of experience in the same or similar work equivalent to at least the next lower level (GS-09) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience which involves providing psychological treatment and consultation services to alcohol and drug dependent clients while in initial treatment, formulation of treatment plans, undergoing rehabilitation, and during follow-up care.

  • Education Substitution: In addition to the licensure above, applicant must possess a Ph.D. or equivalent doctoral degree or three (3) years of progressively higher level graduate education leading to such a degree from an accredited college or university that is directly related to the work of the position.

  • Combination of Education and Experience: In addition to the licensure above, if you have some but not all of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you do have. To do so, compute the percentage of your requirements met, the sum of which must equal at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduated education by 54. Add the two percentages.)

  • Licensure Requirement:

    All applicants must be licensed as a social worker at the Masters level as recognized by licensing agency of a State, the District of Columbia, Guam, Puerto Rico, or the U.S. Virgin Islands.

    Substance Abuse Certificate Requirement:

    Substance abuse certification acquired through passing a proctored examination, from a State or nationally accredited certifying body is REQUIRED in addition to the qualification requirements listed above. Please be sure to state the type of certification you possess and from where it was obtained. However, employees who currently possess an Independent Practice License must acquire, at their own expense, the Substance Abuse Certification within twelve months of appointment. To be considered as an independent license, you must have achieved the highest clinical level license offered by the state licensing board. Failure to acquire the certification may result in termination of Federal employment. Please be sure and state the type of certification you possess and from where it was obtained.

  • Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.   • Foreign education must be evaluated for U.S. equivalency in order to be considered for this position. Please submit your foreign education evaluation with your application.
  • Other Requirements:

  • Personnel security investigation required.
  • A medical examination is required prior to employment.
  • Hepatitis B immunization is required (direct patient contact).
  • This position is covered by the Drug Abuse Testing Program. Applicant drug testing and random drug testing will be required.
  • Mandatory seasonal influenza vaccinations required annually.
  • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Direct Deposit of pay is required.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • If selected, official college or university transcripts must be submitted.
  • If selected, candidate must provide documents for credentialing.
  • Must obtain and maintain Basic Life Support (BLS) Training and Certification.
