FBI's Most Wanted PA Fugitives Sought In Killings, Terrorism

Over half a dozen fugitives with ties to Pennsylvania are being sought in connection with serious crimes. Have you seen them?

PENNSYLVANIA - FBI offices in Pennsylvania are looking for more than half a dozen people named to the federal agency's "Most Wanted" list.

The fugitives’ crimes range from kidnapping and terrorism to murder and sexual assault, according to the FBI’s Philadelphia office.

If you see one of the individuals, do not approach them. Instead, contact 911, your local FBI office or the nearest American Embassy or consulate.

Here is the list of Pennsylvania fugitives considered armed and dangerous below:

Justin Smith (Murder)

Smith is wanted in connection with the killing of his pregnant 21-year-old girlfriend, who disappeared on March 30, 2021 and whose body was found on April 5, 2021, according to FBI records. Smith is alleged to have shot her in the head multiple times.

Trung Duc Lu (Murder)

Duc Lu is wanted in connection with the August 2014 torture, kidnapping and murder of two Vietnamese brothers in Philadelphia, the FBI's Philadelphia office said. A third man was also tortured and kidnapped, but managed to survive the incident.

Stanley Obas (Criminal Homicide)

Obas is wanted in connection with the assault and death of a 13-year-old girl in Easton on July 28, 1996. Obas and two accomplices, who have since been arrested, reportedly sexually assaulted the girl in the basement of a house and tortured her with items from around the home. She eventually died as a result of the assault and her body was located in a nearby cemetery.

Obas may have ties to the Flatbush area of Brooklyn, New York, according to FBI records.

Edgardo Welchez-Marroquin (Murder)

Welchez-Marroquin is wanted in connection with the killing of a man in Skippack Township, Montgomery County, on Feb. 12, 2007. On that date, Pennsylvania State Police discovered the body of the victim covered with multiple stab and slash wounds, according to FBI records.

Welchez-Marroquin was last known to be in Mexico and may have traveled to Honduras or Guatemala.

Zahidul Islam (Sexual Assault)

Islam is wanted for the sexual assault of a female patient at a major hospital in Philadelphia on Oct. 3, 1996. While practicing in an official capacity at the hospital, Islam reportedly gave the victim a medication to make her groggy and then proceeded to rape her. The victim was recovering from surgery when she was assaulted in her hospital room, according to the FBI.

Islam has ties to New York State and Montreal, Canada. He may be traveling with his wife, who is also a doctor.

Elizabeth Anna Duke (Domestic Terrorism)

Duke is wanted in connection with a series of criminal activities during the late 1970's and early 1980's while she served as a member of the radical group known as the May 19th Communist Organization which advocated communism and the violent overthrow of the United States Government.

Duke was arrested in Bucks County, Pennsylvania, in May of 1985 for her reported participation in this group but was released on bail. She later fled the jurisdiction and has been a fugitive October 1985.

Semion Mogilevich (Money Laundering)

Mogilevich is wanted for his alleged participation in a multi-million dollar scheme to defraud thousands of investors in the stock of a Canadian company, but headquartered in Newtown, Bucks County, between 1993 and 1998, according to FBI records. The scheme collapsed in 1998 after thousands of investors over 150 million U.S. dollars, and Mogilevich was indicted in 2002 and 2003.

Mogilevich may wear facial hair to include a mustache, FBI officials said. Mogilevich has a primary residence in Moscow, Russia and is known to utilize a Russian passport, but may also possess Israeli and Ukrainian passports.

Alexis Flores (Murder)

Alexis Flores is wanted in connection with the kidnapping and murder of a five-year-old girl in Philadelphia. The victim was reported missing in late July of 2000, and was later found strangled to death in a nearby apartment in early August 2000.

Flores has reported ties to Honduras.
