Whitehall Woman Jailed for Stalking, Prowling at Night

Elaine Jochen is in jail on $100,000 bond for harassing a Peters Township man.

A woman is in the Washington County Jail on $100,000 bond for harassing and stalking a  man, according to police. 

Elaine Jochen, 47, of Greenlee Road, punctured the tires of two separate vehicles owned by the Peters man between last Tuesday night and Wednesday morning. Both vehicles were parked in his driveway.

That incident is the third similar report filed this month. The Peters man purchased a surveillance system in recent weeks, and at 8:30 a.m. on Wednesday, turned in video to police.

 said that Jochen was easily identifiable. After obtaining a warrant, she was arrested and charged with harassment, criminal mischief, stalking, loitering and prowling at night.

Police would not disclose how the two know each other.
