California's code enforcement officer was charged with drunken driving and disorderly conduct.

DUI and disorderly charges: Collier police arrested an Upper St. Clair man on Oct. 27 after patrons at RPM’s said he was drunk and causing problems. Police said Shannon Kratzer, 41, was not cooperative with police and would not submit to a blood-alcohol test. Collier police said they charged Kratzer with drunken driving, harassment, disorderly conduct and public drunkenness. WPXI-TV reported that Kratzer is California Borough's code enforcement officer.
Retail theft: Suzanne Pupp, 48, of Crafton Heights, was charged with retail theft on Oct. 17 after Collier police said she stuffed $86 worth of merchandise into her purse while at Kmart.

Short changed cash: William J. Paradise, 29, of Washngton, was charged with theft and receiving stolen property after Scott police said he “short changed” a clerk on Oct. 30. Police said he was also wanted in Washington County for a probation violation.
Drug paraphernalia charge: John R. Emery, 28, of Dormont, was charged with possession of drug paraphernalia on Oct. 30 while at Carriage Park Apartments, Scott police said.
Fake bills: Six counterfeit $10 bills were passed at Walmart on Oct. 15, Scott police said.
DUI arrest: Jacob C. Wissel, 27, of Collier, was charged with drunken driving following a traffic stop along Hope Hollow Road on Oct. 28, Scott police said.
Tires slashed: Scott police said two cars parked on Meadow Way had their tires slashed on Oct. 25.
Retail theft: Fabria Scandolari, 28, of McMurry, was charged with retail theft after Scott police said she tried to steal $54 worth of merchandise from Shop ‘n Save on Oct. 28.
Sexual text messages: Edwin Meharey, 43, of New Kensington, faces stalking and harassment by communications charges after Bridgeville police said he sent sexually explicit text messages to a borough resident. Police said they have been investigating since February and worked closely with New Kensington police and the Pittsburgh High Tech Crimes Task Force.
Scrap metal theft: Bridgeville police arrested a South Fayette man and charged him with stealing a trailer hitch and metal shelves from a Baldwin Street property in August. Police charged 60-year-old Edmund Jones with theft and receiving stolen property after investigators said he admitted to selling the items to a scrap yard.
Trespassing charge: Randy Thompson, 45, of Bridgeville, was charged with public drunkenness, criminal mischief and defiant trespassing after borough police said they found him sleeping in the basement of a Baldwin Street home on Oct. 21.
Disorderly conduct: Bridgeville police said they charged 37-year-old borough resident Joseph Thomas with disorderly conduct after officers said they seized a pipe containing marijuana during a traffic stop on Oct. 24.
Drug arrest: William J. Deep, 25, of South Fayette, was charged with DUI, drug possession and possession of paraphernalia after Heidelberg police said they stopped him along Washington Pike on Oct. 31. Police said Deep told them he had just done heroin, and officers said they found five bags of the drug in his possession.
Burglary: Heidelberg police are investigating a burglary at the Bargain Land after workers there discovered someone broke a window in the store. Police said the workers discovered the break-in on Oct. 28, but the damage was obstructed by Dumpters and trash.
Drug arrest: Heidelberg police said they charged Beth Ann Martin, 29, of North Strabane, with drug possession, receiving stolen property, possession of drug paraphernalia and false identification to law enforcement following a traffic stop on Oct. 29.
