8 Cybertips Lead To Arrest Of Warrington Man On Child Porn Charges
Police launched an investigation after receiving eight cybertips from the National Center for Missing and Exploited Children.

WARRINGTON TOWNSHIP, PA — A Warrington man is facing multiple felony charges for possession of child pornography after cybertips led police to his home.
Oscar Garcia (aka Juan Osario), 42, was arrested on Dec. 19 after multiple search warrants executed at his home and on a vehicle in Jamison turned up child sexual abuse material.
Warrington Township Police launched an investigation on Nov. 19 after receiving eight cybertips from the National Center for Missing and Exploited Children (NCMEC).

A cybertip is an investigative lead filed by an electronic service provider, such as Facebook, Snapchat, Discord, etc., that the possession, uploading, downloading, or dissemination of child sexual abuse material was noticed in the account of a service user. The ESP then notifies NCMEC so the incident can be investigated by law enforcement.
In this instance, police said Google notified NCMEC that a user of their service saved several images and/or videos depicting Child Sexual Abuse Material (CSAM) to their servers. Google provided an IP address, which resolved to Warrington Township.

On Dec. 19, police said simultaneous search warrants were executed on a vehicle in Jamison and at a home in Warrington. Pursuant to the warrants, several electronic devices were seized. Police said a cellular telephone owned by Garcia contained several videos depicting child sexual abuse material.
Garcia was arraigned before District Judge Stacy, who set bail at $1 million, or 10 percent. Garcia is charged with sexual abuse of children, a second-degree felony, and criminal use of a cellphone, a third-degree felony. He was sent to Bucks County Prison to await further court action.
The Warrington Township Police Department was assisted in its investigation by the Bucks County Detectives and the Bucks County District Attorney's Office, Homeland Security Investigations (HSI), Warwick Township Police Department, Hilltown Township Police Department, Horsham Township Police Department and Electronics Detection K9 Mac, and the Lower Southampton Police Department.
