Borough Council Opts Against 'Yellow Book' Regulation

After receiving an update from solicitor Michael Corriere on March 19, Hellertown Borough Council declined to attempt to regulate the distribution of phone books and other printed informational materials in the borough.

Phone book distribution will continue uninterrupted in Hellertown, although residents who do not wish to receive the books can opt out from delivery by visiting a website created especially for that purpose.

Bob Linney told council that phone books can become a nuisance if they are thrown in places where they are hidden from view or difficult to retrieve.

Corriere told council that it seems clear the delivery of phone books "should be done not in a haphazard manner."

However, beyond that, regulating the delivery could be difficult, he said.

"You can't regulate the delivery of 'Yellow Book' by permit," he noted.

Corriere said the Pennsylvania Vehicle Code does not address the distribution of the books, although it prohibits the dropping off of waste paper.

"I don't think it needs an action from us. I just don't really see it," council vice president John Bate said at the meeting.

Other council members were in agreement, and council took no further action on the matter.
