A resident called LMPD to report a suspicious man who he believed was high on drugs standing on the corner of Huntingdon Pike and Welsh Road. Police arrived and found a male in his late 20's standing with his head slumped over on the sidewalk at the corner of Huntingdon Pike and Welsh Rd. He appeared to be sleeping standing up with a grey backpack on his back.
Police said he had bloodshot eyes, slurred speech and was falling asleep, so they placed him under arrest. A search of his backpack revealed a syringe and pieces of blue wax paper with white residue.
