The charges stem from a Friday incident.
Police said officers tried to stop a vehicle being driven by Brown, with Scruggs riding as a passenger, at about noon Friday due to a fraudulent registration plate.

Brown, police said, sped off, and police led a brief pursuit before calling off the chase, according to authorities.
Not long after, police found the vehicle on the 100 block of Stewart Avenue in Lansdowne.
Police tried to speak with Brown and Scruggs, but both were uncooperative, police said.
Brown accelerated the vehicle and struck a Lansdowne Police vehicle and an unoccupied resident’s vehicle before ultimately slamming into an East Lansdowne Police vehicle with an officer inside it, causing significant damage, police said.
While attempting to take the women into custody, a Lansdowne officer and an East Lansdowne officer received laceration injuries to their hands, according to authorities.
Both officers were treated by EMS and returned to duty.
Brown was held after failing to post bail 10 percent of $100,000 bail, while Scruggs was held after failing to post 10 percent of $5,000 bail, according to court documents.
They are scheduled for preliminary hearings on June 20, court records show.
