Clinger, police said, was not cooperating and was apparently under the influence of alcohol.
She then tried to punch the Concord Township Fire Marshal before police placed her under arrest, authorities said.
That's when she resisted and kicked one of the troopers in the face, according to police.
Clinger was taken to the Media barracks of the Pennsylvania State Police and arraigned on March 15.
Court documents show she is charged with simple assault, resisting arrest, disorderly conduct, harassment, and dangerous burning.
She was released March 17 after posting 10 percent of $25,000 bail, according to court records.
Her preliminary hearing is scheduled for May 6.
