Lower Frederick Man Faces 83 Felony Child Pornography Counts
David Allshouse, 28, also faces allegations that he took hidden video of adult women using the bathroom. He is currently out on bail.
LOWER FREDERICK, PA — A Montgomery County man is facing numerous felony counts in a case in which investigators say he had sex with underage girls, possessed multiple child pornographic files, and took hidden video of adult women using the bathroom without their consent.
David Allshouse, 28, of Lower Frederick Township, was arrested last week by county detectives and charged with 83 felony counts of possessing child pornography, five counts of invasion of privacy, and criminal use of a communications facility.
The case originated back in April when Montgomery County detectives received two cybertips from the National Center for Missing and Exploited Children relating to the uploading of files that appeared to be child pornographic in nature to two Dropbox accounts associated with Allshouse, according to the Montgomery County District Attorney’s Office.

In an affidavit of probable cause accompanying a police criminal complaint, Montgomery County Detective Walt Kerr, a member of the Special Victims Unit and the Internet Crimes Against Children Taskforce, stated that the case began on April 4 when county investigators received the tip about the Dropbox uploads, which included 11 digital files appearing to be child pornography.
Six of the files are classified as prepubescent girls engaged in sexual acts, three are classified as prepubescent girls engaged in lascivious exhibition, and one is classified as a pubescent girl engaged in lascivious exhibition, the affidavit states.

The affidavit goes on to describe in extremely graphic detail sexual acts that Allshouse allegedly performed on the minor females, and had the girls perform on themselves.
Detectives ultimately were able to trace the IP address associated with the Internet account to Allshouse’s Lower Frederic residence.
In Kerr’s affidavit, he wrote that investigators received a signed search warrant on June 22 and executed a search of Allshouse’s home that say day in which police seized electronic devices containing files of child pornography.
During an interview, Allshouse admitted to detectives that he had downloaded and shared images of children engaged in sexual activity and that he admitted to using a computer to view and exchange child pornographic images, according to the affidavit.
During their search, detectives also found an iPhone belonging to Allshouse that contained child pornography, in addition to a video depicting an adult female going to the bathroom.
Investigators ultimately ended up interviewing three different adult women who were seen on hidden video, all of whom claimed they were unaware they were being videotaped, the affidavit states. Two were identified as ex-girlfriends and another was identified as the ex-girlfriend of a roommate of Allshouse’s.
The District Attorney’s Office said investigators conducting a forensic investigation of Allshouse’s electronic devices ended up finding more than 100 videos or still images depicting child pornography with at least 10 of the photos and video files depicting children under the age of 13 being sexually assaulted.
Allshouse was arraigned on Aug. 5 before Magisterial District Judge Christopher Cerski, who set bail at $75,000 cash, with additional conditions being no contact with the victims and electronic monitoring, but during a bail review hearing the following day, as part of the county’s new Pre-Trial Services Program, a Common Pleas Court judge reduced bail to $1,000 cash with no other conditions, the D.A.’s Office stated. Allshouse posted bail and was released from custody.
A preliminary hearing has been scheduled for Aug. 17 before Magisterial District Judge Maurice Saylor.
The case will be prosecuted by Assistant District Attorney Gabriella Soreth of the Family Protection Unit.
