Pep Boys Approved For Phoenixville Plaza

Borough Council unanimously approved a conditional use for Pep Boys to open in the 700 block of Nutt Road.

PHOENIXVILLE, PA — Phoenixville Borough Council Tuesday night unanimously approved a conditional use required for Pep Boys Auto Service & Tires store to open at the former Sears Appliance store in the Phoenixville Plaza along Nutt Road.

Arne Andersen, executive vice president of Longview Property, Malvern, asked Council for a conditional use to permit Pep Boys on the end of the shopping centers, which has a Giant, Goodwill, Dollar Tree, Hallmark, Fine Wine and Good Spirits, Pretzel Factory and more.

Andersen said that the developer will improve the curbs and add sod. The building would not change.

Robert Nystrom, director of development at Pep Boys said the store will provide routine maintenance and general service work including battery replacement, inspection, and wiper blades.

Councilman James Carminto said the approval is granted based on the developer's following conditions including:

  • No customer can enter the service area without an employee.
  • Routine maintenance, oil changes, and general automobile repairs are required.
  • Any waste left outside the store shall be cleaned up by the next day and disposed of in accordance with environmental laws.
  • All waste shall be stored inside the store and disposed of as often as possible.
  • All areas outside the store in the parking lot shall be cleaned.
  • Customers shall park cars in the lot and provide the keys to the Pep Boys employee.

In January, Council approved a zoning change to construct Tommy’s Car Wash and Starbucks on a seven-acre tract next to Phoenixville Plaza.

The property is the site of the Kmart, which closed in 2020. A self-storage facility is adjacent to the property.

The project calls for improvements including sidewalks, landscaping, and stormwater management on the property.
