A Consultant Is Currently Helping Upper Dublin Find A New Township Manager
Upper Dublin Township is in the process of searching for a new township manager to replace the recently retired Paul Leonard.

UPPER DUBLIN, PA — Upper Dublin Township is in the process of searching for a new township manager to replace its longtime manager, Paul, Leonard, who recently retired after more than 25 years on the job.
Earlier this month, the board of commissioners voted to approve a contract for an interim township manager, and that individual, Terry Fedorchak, continues to serve in this role four to five days a week, according to Ira Tackel, board president.
Tackel called Fedorchak a “well-seasoned” township manager who is retired from full-time work, but who has many years under his belt in leading municipalities.

“We were lucky enough to find him and secure him in the position,” Tackel told Patch in an interview Friday.
Meanwhile, Upper Dublin also hired a consultant who is assisting with the search process for a permanent replacement for Leonard, who retired earlier this month after serving in his role for 26 years.

Tackel said whoever is ultimately chosen to replace Leonard has a lot to live up to.
“I don’t remember what size shoes Paul’s were,” Tackel said jokingly, but noting that they were quite big given his many years of top-notch service.
Tackel said the consultant hired by the township, David Woglom, was the same individual Upper Dublin retained two years ago during the search for a new chief of police.
With Woglom’s help, the township ultimately found Francis Wheatley, who continues to serve as a well-respected police chief.
Tackel said the timeline for the township manager selection process is that resumes are currently being accepted now through Feb. 14 and that the hope is after Feb. 15 interviews with the final candidates will begin.
Tackel said if everything falls into place, an offer should hopefully go out by the end of March or beginning of April, with the expectation that the new manager would be in his or her role as of the end of April or beginning of May.
The timeline is still tentative at this point, Tackel stressed.
Leonard was a very well-respected township manager who was with Upper Dublin since the 1990s.
