PA Senator's Military Electronic Absentee Ballot Return Bill Gets Committee Nod

State Sen. Matt Smith says that the bill is similar to laws passed in more than 30 states.

The Pennsylvania Senate state government committee on Tuesday unanimously approved state Sen. Matt Smith's proposed legislation that would develop a secure online system for military and overseas voters to return their absentee ballots electronically.

Smith, a Democrat, represents Pennsylvania's 37th District, which includes Upper St. Clair Township.

Currently, military and overseas voters can receive their absentee ballots online but must print and complete those ballots by hand and return them by mail.

"The No. 1 goal is to make sure every serviceman and woman's vote is counted," Smith said. "This legislation would ensure that, when individuals are serving America overseas, their most fundamental rights are upheld."

Senate Bill 976 would take effect 60 days following enactment and would require that a secure electronic system be implemented by Jan. 1, 2015, in time for the 2015 primary election.

Smith said that his bill is similar to laws passed in more than 30 states. He said that the measure would utilize best practices and proven methods of security.

"I am encouraged by the bipartisan support this bill has received and look forward to a vote by the full Senate," Smith added.

Smith is the minority chair of the Senate state government committee.
