Chester County Earns National Award

The county is one of 13 jurisdictions across the country to receive an honor for leadership management.

WEST CHESTER, PA — The International City/County Management Association recently awarded Chester County government the 2021 certificate of Achievement for leadership in performance management.

The association, based in Washington, D.C., represents professionals in local government nationwide.

Chester County is among 13 jurisdictions across the nation to receive the Certificate of Achievement for 2021 for data collection system used to ensure transparency. It is the only jurisdiction in Pennsylvania to be recognized.

The county has used the “Managing for Results” system for 12 years.

The system provides county staffers with a formula to determine how work, actions and behavior support the county’s strategic direction.

The certificate is awarded to cities and counties based on data that has been collected in measuring staff performance and reporting the result to the public.

County Administrator Bobby Kagel said this award demonstrates that Chester County is a leader nationwide in management.

“Recognition from ICMA validates how important it is to have practical methods of measuring accountability and to be transparent in those measurements,” Kagel said.
